Frost depth varies by a factor of four across Canada — from 0.6 m on the BC coast to 2.4 m in northern Saskatchewan and Manitoba. A correctly-spec'd fence in Vancouver would heave out of the ground in Winnipeg by the third winter. Pool-fence regulations vary even more sharply: Quebec's 2025 Pool Safety Regulation is the strictest in Canada, while many Ontario municipalities defer to local bylaws with significant differences between Toronto, Mississauga, and Ottawa.
